A discussion of safety hazards associated with the finished products is followed by an analysis of the toxicological properties of all raw, refined, and finished chemical species involved. The principal tool used in the evaluation of incentive strategies was a new Public Utility Financial Analysis and Planning Model which is described in some detail. After adaptation to match the characteristics of photovoltaic plants, it was used in the comparative evaluation of six different incentive strategies. The candidate strategies, the rationale for their selection, and the results of the comparative evaluation are presented. An account is given of an attempt to assess the full non-internalized costs of coal-fired power generation. A detailed description is given of the various damage elements and their associated societal costs for coal production, coal transportation, and coal-fired power generation. (MHR).

✏Mission Analysis of Photovoltaic Solar Energy Conversion Volume II Survey of Near term 1976 1985 Civilian Applications in the United States Book Summary : The purpose of this market study was to identify and evaluate potential terrestrial civilian photovoltaic applications in the U.S. which were most likely to contribute significantly to the growth of near-term (to 1985) markets. A survey was conducted which led to the identification of many potential applications for photovoltaic power. These applications were subjected to a screening process which selected about 50 application groupings with considerable promise as near-term markets for photovoltaic arrays. For 21 of these 50 promising application groups, it was possible to make quantitative market estimates that totaled 13 MW/sub pk/ in projected annual array sales in 1985. The markets associated with the remaining 29 groups could not be quantitatively evaluated because of lack of an adequate existing data base and because the primary research required in order to provide such a data base was not feasible within the resources available in the study. If the average size of the markets associated with the unquantified groups, however, is comparable to the average for the quantified cases, then the total non-military U.S. market for arrays may well exceed 25 MW/sub pk//year in 1985. Foreign and U.S. military markets should add significantly to this total. In fact, the consensus of the photovoltaic industry representatives who were contacted is that the total foreign market over the near term may be several times as large as the domestic one.

About 760 delegates from 53 countries presented around 350 contributions, 50 of them as plenary lectures; the contributions were selected among the many papers submitted, this time more strictly than ever before. Also a selected group of scientists were invited to deliver 15 review lectures, to provide an adequate context to the contributions to the Conference. A Symposium on Photovoltaics in Developing Countries, which was very well attended, took place as a parallel event. The Symposium provided an opportunity to hear not only experts of the industrialized countries, but also speakers from the countries where photovoltaics provides services of paramount value.

✏Mission Analysis of Photovoltaic Solar Energy Systems Quarterly Progress Report December 1 1975 February 29 1976 Book Summary : An appropriate methodology was developed for conducting the mainline activity of the task--a comprehensive survey of near-term (1976--1985) applications for photovoltaic solar energy conversion--and a start was made on the implementation of the methodology. The main emphasis of the first quarter of effort on the task, however, was placed on a quick, preliminary study aimed at the early identification of several promising near-term applications that would make attractive demonstration projects. Four such applications were identified: (a) impressed current corrosion protection of gas well casings, (b) impressed current corrosion protection of gas and oil pipelines, (c) railroad grade crossing signals, and (d) navigation aid buoys. Estimates were made, in each case, of the size of the associated potential market for photovoltaic arrays and of the break-even array price (the array price at which photovoltaic solar energy conversion would be economically competitive with alternative power sources). The estimated market sizes were as high as 1.1 MW/sub pk//yr (in the case of corrosion protection of deep gas wells) and break-even costs ranged from $2/W/sub pk/ to more than $50/W/sub pk/. A start was made on the examination of central station missions for photovoltaic power plants using very high concentration (concentration ratio approx. 1000). Progress was made on the adaptation of computer simulation routines for use in evaluating plant performance and on the computation of the effect of air mass variations on the efficiency of the GaAs cells that are likely to be used in this mission. Also, data on the various elements of social cost resulting from power production were collected from a wide variety of sources. A comprehensive literature search was conducted and supplementary information was obtained through contact with investigators who have studied the various specialized aspects of the overall problem.
