✏Agreement on a Referendum on Independence for Scotland Book Summary : This report finds that serious questions remain unanswered about the Agreement reached between the UK and Scottish Governments on the holding of a referendum on Scottish independence. The Agreement provides for power to hold a referendum on Scottish independence to be devolved to the Scottish Parliament. It proposes that this be done through a ministerial order under section 30 of the Scotland Act 1998; such a process would not require an Act of Parliament, and so limits the ability of MPs and peers to control the terms of the referendum. The Committee finds that neither the UK nor the Scottish Parliaments were given the opportunity to contribute directly to the Agreement negotiations. It questions whether a section 30 order would be robust enough to protect the decision to hold a referendum from legal challenge. Although such a challenge would be unlikely to succeed, it would delay the process and cause confusion. The Committee also finds that there may be legal and practical problems associated with the proposal to allow 16 and 17 year-olds to vote in a referendum. The Committee fears that, if the franchise is lowered, some 16 and 17 year-olds could be denied the right to vote because of inadequate process. The role of the Electoral Commission in important in ensuring that the referendum question is intelligible and neutral. Although the two Governments agreed on the advisory role of the Electoral Commission, the Committee thinks its advice is authoritative and should be followed.

It occupied and controlled vast territories, including the Uganda Protectorate – which it ruled for 68 years. ✏Sensitive Independence Book Summary : In contrast to their idealized image as christian altruists, the missionaries responded pragmatically to the harsh social realities they faced. They established WMS girls' schools in Japan and China, made efforts to curtail infanticide and footbinding in West China, and campaigned against the exploitation of women of immigrant families in Canada. These were radical schemes, particularly when compared with the traditional societies and cultures where the missionaries not merely served but struggled for small victories. Rosemary Gagan concludes, however, that in spite of the limitations imposed by gender, place, and the institutional biases of the WMS, these women succeeded remarkably well. For some WMS recruits, the remoteness and brutality of their chosen vocation threatened to destroy their physical, emotional, and even spiritual well-being. For others, especially the least qualified women who were consigned to work among Canada's indigenous peoples and immigrants, missionary work quickly lost its romantic gloss. The most accomplished recruits, socially and intellectually, were sent to the politically visible stations of the Orient where they flourished as professional altruists. Gagan suggests that the latter were likely to emerge as professional women who remained with the Society until death or retirement while the former merely bridged the years between dependence on parents and the establishment of their own households. Gagan's analysis of the backgrounds and careers of WMS missionaries demythologizes their experience and reveals them to be multi-dimensional, ambitious, and energetic career women whose religion was a vital aspect of their private and public lives.

✏Independence in Latin America Book Summary : In the course of fifteen momentous years, the Spanish- and the Portuguese-American empires that had endured for three centuries came to an end in the mid-1820s.
