✏Economics of South African Townships Book Summary : Countries everywhere are divided within into two distinct spatial realms: one urban, one rural. Classic models of development predict faster growth in the urban sector, causing rapid migration from rural areas to cities, lifting average incomes in both places. The situation in South Africa throws up an unconventional challenge. The country has symptoms of a spatial realm that is not not rural, not fully urban, lying somewhat in limbo. This is the realm of the country’s townships and informal settlements (T&IS). In many ways, the townships and especially the informal settlements are similar to developing world slums, although never was a slum formed with as much central planning and purpose as were some of the larger South African townships. And yet, there is something distinct about the T&IS. For one thing, unlike most urban slums, most T&IS are geographically distant from urban economic centers. Exacerbated by the near absence of an affordable public transport system, this makes job seeking and other forms of economic integration prohibitively expensive. Motivated by their uniqueness and their special place in South African economic and social life, this study seeks to develop a systematic understanding of the structure of the township economy. What emerges is a rich information base on the migration patterns to T&IS, changes in their demographic profiles, their labor market characteristics, and their access to public and financial services. The study then look closely at Diepsloot, a large township in the Johannesburg Metropolitan Area, to bring out more vividly the economic realities and choices of township residents. Given the current dichotomous urban structure, modernizing the township economy and enabling its convergence with the much richer urban centers has the potential to unleash significant productivity gains. Breaking out of the current low-level equilibrium however will require a comprehensive and holistic policy agenda, with significant complementarities among the major policy reforms. While the study tells a rich and coherent story about development patterns in South African townships and points to some broad policy directions, its research and analysis will generally need to be deepened before being translated into direct policy action.

✏Banking the World Book Summary : Experts report on the latest research on extending access to financial services to the 2.5 billion adults around the world who lack it. About 2.5 billion adults, just over half the world's adult population, lack bank accounts. If we are to realize the goal of extending banking and other financial services to this vast "unbanked" population, we need to consider not only such product innovations as microfinance and mobile banking but also issues of data accuracy, impact assessment, risk mitigation, technology adaptation, financial literacy, and local context. In Banking the World, experts take up these topics, reporting on new research that will guide both policy makers and scholars in a broader push to extend financial markets. The contributors consider such topics as the complexity of surveying people about their use of financial services; evidence of the impact of financial services on income; the occasional negative effects of financial services on poor households, including disincentives to work and overindebtedness; and tools for improving access such as nontraditional credit scores, financial incentives for banking, and identification technologies that can dramatically reduce loan default rates.

✏Financial Disclosure Requirements in South Africa 2004 2008 Book Summary : To control potential conflicts of interest and ensure greater accountability many democracies, like South Africa, have introduced financial disclosure regulations, which set obligations on elected public officials to publicly declare their personal financial and non-financial interests. By making this information publicly available the conduct of public officials is made more transparent, thereby allowing democratic institutions and citizens to hold politicians accountable. Drawing strongly on empirical data, the paper examines and evaluates the various aspects of the implementation process of financial disclosure for South Africa's elected officials. These include the scope and content of disclosure requirements, compliance by elected officials, institutional support and capacity for disclosure, monitoring and oversight mechanisms and public access to information. The paper is a product of a three-year research project undertaken by the ISS Corruption and Governance Programme.

✏Extending Social Security to All Book Summary : Social security represents an investment in a nation's human infrastructure. This book outlines basic concepts such as the social protection floor and the social security staircase, analyzes the affordability of various approaches, and examines the results of practices around the world, especially in low- and middle-income countries. The second part of Extending Social Security to All weighs the pros and cons of conditional cash transfers. Based on a wealth of statistics, it argues that effective social transfer programs not only alleviate poverty but also improve labor market participation, productivity, nutrition, health care, education, consumption, and social inclusion. The book demonstrates that such investment can benefit poorer countries as well as richer ones. Even in times of tightened budgets and global economic crisis, the dividends are well worth the expenditure.
