✏Incentives for Innovation in China Book Summary : In the past three decades, China has successfully transformed itself from an extremely poor economy to the world’s second largest economy. The country’s phenomenal economic growth has been sustained primarily by its rapid and continuous industrialization. Currently industry accounts for nearly two-fifths of China’s gross domestic product, and since 2009 China has been the world’s largest exporter of manufactured products. This book explores the question of how far this industrial growth has been the product of government policies. It discusses how government policies and their priorities have developed and evolved, examines how industrial policies are linked to policies in other areas, such as trade, technology and regional development, and assesses how new policy initiatives are encouraging China’s increasing success in new technology-intensive industries. It also demonstrates how China’s industrial policies are linked to development of industrial clusters and regions.

✏Building the Ohio Innovation Economy Book Summary : Since 1991, the National Research Council, under the auspices of the Board on Science, Technology, and Economic Policy, has undertaken a program of activities to improve policymakers' understandings of the interconnections of science, technology, and economic policy and their importance for the American economy and its international competitive position. The Board's activities have corresponded with increased policy recognition of the importance of knowledge and technology to economic growth. One important element of STEP's analysis concerns the growth and impact of foreign technology programs. U.S. competitors have launched substantial programs to support new technologies, small firm development, and consortia among large and small firms to strengthen national and regional positions in strategic sectors. Some governments overseas have chosen to provide public support to innovation to overcome the market imperfections apparent in their national innovation systems. They believe that the rising costs and risks associated with new potentially high-payoff technologies, and the growing global dispersal of technical expertise, underscore the need for national R&D programs to support new and existing high-technology firms within their borders. Similarly, many state and local governments and regional entities in the United States are undertaking a variety of initiatives to enhance local economic development and employment through investment programs designed to attract knowledge-based industries and grow innovation clusters. These state and regional programs and associated policy measures are of great interest for their potential contributions to growth and U.S. competitiveness and for the "best practice" lessons that they offer for other state and regional programs. STEP's project on State and Regional Innovation Initiatives is intended to generate a better understanding of the challenges associated with the transition of research into products, the practices associated with successful state and regional programs, and their interaction with federal programs and private initiatives. The study seeks to achieve this goal through a series of complementary assessments of state, regional, and federal initiatives; analyses of specific industries and technologies from the perspective of crafting supportive public policy at all three levels; and outreach to multiple stakeholders. Building the Ohio Innovation Economy: Summary of a Symposium explains the of the study, which is to improve the operation of state and regional programs and, collectively, enhance their impact.

✏Building the Illinois Innovation Economy Book Summary : Responding to the challenges of fostering regional growth and employment in an increasingly competitive global economy, many U.S. states and regions have developed programs to attract and grow companies as well as attract the talent and resources necessary to develop innovation clusters. These state and regionally based initiatives have a broad range of goals and increasingly include significant resources, often with a sector focus and often in partnership with foundations and universities. These are being joined by recent initiatives to coordinate and concentrate investments from a variety of federal agencies that provide significant resources to develop regional centers of innovation, business incubators, and other strategies to encourage entrepreneurship and high-tech development. Building the Illinois Innovation Economy is a study of selected state and regional programs to identify best practices with regard to their goals, structures, instruments, modes of operation, synergies across private and public programs, funding mechanisms and levels, and evaluation efforts. This report reviews selected state and regional efforts to capitalize on federal and state investments in areas of critical national needs. This review includes both efforts to strengthen existing industries as well as specific new technology focus areas such as nanotechnology, stem cells, and energy in order to improve our understanding of program goals, challenges, and accomplishments. As a part of this review, The Committee on Competing in the 21st Century: Best Practice in State and Regional Innovation Initiatives is convening a series of public workshops and symposia involving responsible local, state, and federal officials and other stakeholders. These meetings and symposia will enable an exchange of views, information, experience, and analysis to identify best practice in the range of programs and incentives adopted. Building the Illinois Innovation Economy summarizes discussions at these symposia, fact-finding meetings, and commissioned analyses of existing state and regional programs and technology focus areas, the committee will subsequently produce a final report with findings and recommendations focused on lessons, issues, and opportunities for complementary U.S. policies created by these state and regional initiatives.

✏Fortifying China Book Summary : Fortifying China explores the titanic struggle to turn China into an aspiring world-class military technological power. The defense economy is leveraging the country's vibrant civilian economy and gaining access to foreign sources of technology and know-how. Drawing on extensive Chinese-language sources, Tai Ming Cheung explains that this transformation has two key dimensions. The defense economy is being reengineered to break down bureaucratic barriers and reduce the role of the state, fostering a more competitive and entrepreneurial culture to facilitate the rapid diffusion and absorption of technology and knowledge. At the same time, the civilian and defense economies are being integrated to form a dual-use technological and industrial base. In Cheung's view, the Chinese authorities believe this strategy will play a key role in supporting long-term defense modernization. For China's neighbors and the United States, understanding China's technological, industrial, and military capabilities is critical to the formulation of economic and security policies. Fortifying China provides crucial insight into the impact of China's dual-use technology strategy. Cheung's "systems of innovation" framework considers the structure, dynamics, and performance of the defense economy from a systems-level perspective.

✏Conflict and Cooperation in Sino US Relations Book Summary : Numerous crosswinds are buffeting the more than 40-year-old People's Republic of China--American relationship, yet only once since Nixon’s historic trip to China in 1972 has a major conflagration seemed a real possibility. Anchoring the relationship throughout multiple storms are the two countries’ broad areas of collaboration such as deep links in culture, economics, and education. However, for some observers, the conflictual aspects of the relationship seem to be gaining prominence. Conflict and Cooperation in Sino-US Relations offers a timely and current look at one of the world’s weightiest bilateral relationships. It goes beyond detailing the conflict and cooperation that have been integral facets of China--US interactions since 1972, to gauging the relationship's evolution and future trends, examining its nuances regarding diverse issues such as the Asia-Pacific leadership structure, the South China Sea, and the Korean peninsula. The book further delves into the causes of conflict and cooperation, offers diverse solutions for tempering frictions between Beijing and Washington, and considers the efficacy of some of the mechanisms (e.g., military-to-military exchanges) that China and the US currently employ to manage their relationship. The chapters suggest that extreme anxieties about China--US relations may be misplaced, but that there nonetheless are some worrisome signs even in areas like economics and the environment that are perceived as naturally cooperative. While the book does not offer any silver bullets, various contributors contend that successful management of Sino-American relations may require greater American accommodation of China’s interests. This book will be of great interest to students and scholars of Chinese politics, American politics, international relations, and Asian studies, as well as to policy-makers working in the field.

✏Building the 21st Century Book Summary : The global economy is characterized by increasing locational competition to attract the resources necessary to develop leading-edge technologies as drivers of regional and national growth. One means of facilitating such growth and improving national competitiveness is to improve the operation of the national innovation system. This involves national technology development and innovation programs designed to support research on new technologies, enhance the commercial return on national research, and facilitate the production of globally competitive products. Understanding the policies that other nations are pursuing to become more innovative and to what effect is essential to understanding how the nature and terms of economic competition are shifting. Building the 21st Century U.S.-China Cooperation on Science, Technology, and Innovation studies selected foreign innovation programs and comparing them with major U.S. programs. This analysis of Comparative Innovation Policy includes a review of the goals, concept, structure, operation, funding levels, and evaluation of foreign programs designed to advance the innovation capacity of national economies and enhance their international competitiveness. ✏Making in America Book Summary : America is the world leader in innovation, but many of the innovative ideas that arehatched in American start-ups, labs, and companies end up going abroad to reach commercial scale.Apple, the superstar of innovation, locates its production in China (yet still reaps most of itsprofits in the United States). When innovation does not find the capital, skills, and expertise itneeds to come to market in the United States, what does it mean for economic growth and jobcreation? Inspired by the MIT Made in America project of the 1980s, Making inAmerica brings experts from across MIT to focus on a critical problem for thecountry. MIT scientists, engineers, social scientists, and management expertsvisited more than 250 firms in the United States, Germany, and China. In companies acrossAmerica--from big defense contractors to small machine shops and new technology startups--theseexperts tried to learn how we can rebuild the industrial landscape to sustain an innovative economy. At each stop, they asked this basic question: "When you have a new idea, how do you get it intothe market?" They found gaping holes and missing pieces in the industrial ecosystem. Criticalstrengths and capabilities that once helped bring new enterprises to life have disappeared:production capacity; small and medium-size suppliers; spillovers of research, training, and newtechnology from big corporations. ( Production in the Innovation Economy, alsopublished by the MIT Press in 2013, describes this research.) Even in anInternet-connected world, proximity to innovation and users matters for industry. Making inAmerica describes ways to strengthen this connection, including public-privatecollaborations, new government-initiated manufacturing innovation institutes, and industry-communitycollege projects. If we can learn from these ongoing experiments in linking innovation toproduction, American manufacturing could have a renaissance.

✏Chinese Industrial Espionage Book Summary : This new book is the first full account, inside or outside government, of China’s efforts to acquire foreign technology. Based on primary sources and meticulously researched, the book lays bare China’s efforts to prosper technologically through others' achievements. For decades, China has operated an elaborate system to spot foreign technologies, acquire them by all conceivable means, and convert them into weapons and competitive goods—without compensating the owners. The director of the US National Security Agency recently called it "the greatest transfer of wealth in history." Written by two of America's leading government analysts and an expert on Chinese cyber networks, this book describes these transfer processes comprehensively and in detail, providing the breadth and depth missing in other works. Drawing upon previously unexploited Chinese language sources, the authors begin by placing the new research within historical context, before examining the People’s Republic of China’s policy support for economic espionage, clandestine technology transfers, theft through cyberspace and its impact on the future of the US. This book will be of much interest to students of Chinese politics, Asian security studies, US defence, US foreign policy and IR in general.

✏Building Engines for Growth and Competitiveness in China Book Summary : In the past 30 years, China has achieved an unprecedented development 'miracle' in human history. How did China achieve this? What are the key drivers for such a rapid growth? And most importantly, what can be learned from China s success? While many factors could be identified to explain China's success, it is no doubt that the numerous Special Economic Zones (SEZs) and industrial clusters that emerged after the country s reforms are two important engines that have been driving China s rapid development. The key experiences of China's SEZs and industrial clusters could be best summarized as: gradualism with experimental approach; strong commitment; and an active facilitating state with strong pragmatism. This book reviews the development experiences of China's SEZs and industrial clusters through extensive research, field visits, and case studies in an attempt to benefit the policy-makers, development practitioners, scholars from developing countries, and the global development community in general. It contains five detailed case studies three SEZs in the broadest sense (Shenzhen, Tianjin and Kunshan) and two industrial clusters (Wenzhou footwear cluster in Zhejiang and Xiqiao textile cluster in Guangdong). This volume represents the most comprehensive volume to date on China's experiences with both its SEZ and cluster experiences.

✏The Way of Building Human Capital in China Book Summary : The current global economic expansion aims to strengthen China's economy and its economic and political system both domestically and internationally. The recommendations of the PRC authorities are unequivocally expressed in propaganda slogans published in the media. The slogans suggest that people seek to compete with each other in business and science, to create thriving businesses, and to develop their own careers. To this end, people should be educated. The educated human capital is to provide the PRC with a high competitive advantage in the high-technology industry and support the development of the innovative knowledge-based service field. In order to achieve this, a balanced support for the education of young people both in the humanities and in the sciences is required. Therefore, the ideas outlined in the following paper refer to concepts based on human capital and its impact on the innovativeness of the economy. The purpose of this publication is an attempt to identify selected determinants of human capital development, the quality of which influences the innovativeness of the economy of the People's Republic of China. Among the most important are the education and activities undertaken by the PRC authorities. It is, according to the authors, human capital that could develop faster when surrounded by the innovation economy and if a number of reforms were undertaken to improve human capital's quality. In order to verify this thesis, studies of subject literature were conducted, and selected analyses in education and innovation were conducted.

✏China s Emergent Political Economy Book Summary : This edited volume represents the first collaborative effort to explicitly view China’s rapid international ascent as associated with the same process that catapulted Great Britain, the United States, Germany, and Japan to international prominence – the emergence of a capitalist political economy. Each chapter therefore applies the capitalist lens to analyze aspects of China’s monumental social, economic, and political transition. Topics addressed range from examinations of China’s industrial capitalism and its new multinational corporations to studies of China’s changing polity, state-media relations, and foreign policy. With contributors writing from highly varied backgrounds each chapter approaches the subject from a slightly different perspective, but the underlying findings show considerable common ground. China is developing a unique form of capitalism by combining elements rooted in Chinese history, such as the prevalence of networked forms of capital and the continued dominance of the state, with the growing influence of global capital, including the rapid adaptation of recent organizational and technological innovations. Concluding chapters draw out what capitalism in the dragon’s lair implies for our 21st century world, cautioning that China’s rise is likely to challenge the present world order along both political and economic dimensions.

✏China Book Summary : The Chinese economy is undergoing profound change in policy and structure. The change is necessary to increase the value of growth to the Chinese community, and to sustain growth into the future. The changes are so comprehensive and profound that they represent a new model of Chinese economic growth. This book describes the replacement of an old uninhibited investment expansion model of growth, by transition to modern economic growth and provides insights into recent changes and where they are likely to lead. These include requirements for building the new institutions including its public finances for future growth, adjustments in its savings, industry and agriculture, changes in its demographic structure, business environment, and pattern of rural-urban migration, prospects for 'green growth', its energy policy trilemma and the climate change mitigation strategy, and changes for China's interaction with the international economy through its overseas investment and trade in high tech products. China's adoption of a new model of economic growth is of immense importance to people in China and everywhere. ✏China s Technological Catch Up Strategy Book Summary : Prior to 1979, China had a bifurcated and geographically-dispersed industrial structure made up of a relatively small number of large-scale, state-owned enterprises in various industries alongside numerous small-scale, energy-intensive and polluting enterprises. Economic reforms beginning in 1979 led to the rapid expansion of these small-scale manufacturing enterprises in numerous energy-intensive industries such as aluminum, cement, iron and steel, and pulp and paper. Subsequently, the government adopted a new industrial development strategy labeled "grasp the large, let go the small." The aims of this new policy were to close many of the unprofitable, small-scale manufacturing plants in these (and other) industries, create a small number of large enterprises that could compete with OECD multinationals, entice these larger enterprises to engage in high-speed technological catch-up, and save energy. China's Technological Catch-Up Strategy traces the impact of this new industrial development strategy on technological catch-up, energy use, and CO2 emissions. In doing so, the authors explore several detailed, enterprise-level case studies of technological catch-up; develop industry-wide estimates of energy and CO2 savings from specific catch-up interventions; and present detailed econometric work on the determinants of energy intensity. The authors conclude that China's strategy has contributred to substantial energy and CO2 savings, but it has not led to either a peaking of or a decline in CO2 emissions in these industries. More work is needed to cap and reduce China's CO2 emissions.
