The health and well-being of children in the U.S. capital lag behind the rest of the nation. One in 3 children in the District of Columbia lives in poverty, a rate 40% higher than the national average. The mortality rate for black infants places the District last among states and last among the nation's largest cities with measurable black infant death rates. More than 25 children a day are reported abused or neglected, and more than 5,000 juveniles were arrested in 1990. Every night, 1,300 children sleep in shelters across the city. Conditions have been worsening, and District officials have failed to use all available federal assistance to meet the needs of children and families. Recommendations for improvement of children's status are made in the areas of: (1) maternal and child health; (2) housing and homelessness; (3) the child welfare, mental health, and juvenile justice systems that can help vulnerable children; (4) family income; and (5) city management and budget practices.
