Abstract: This study evaluates the performance of a 500MW pulverised fuel BECCS system. A performance matrix is developed to assess the opportunities for BECCS performance improvement in terms of: energy efficiency, carbon intensity, and pollutant emissions. The effect of fuel properties was analysed for variable (i) coal type (high/medium sulphur content), (ii) biomass type (wheat straw and wood chips), (iii) moisture content, and (iv) biomass co-firing proportion %. It was observed that the co-firing of biomass increased the quantity and quality of waste heat available for recovery from the exhaust gas. The opportunities to improve energy efficiency in the BECCS system include enhancing heat recovery and using high performance solvents for CO2 capture, such as biphasic materials. Implementing these approaches increased the power generation efficiency from 31%HHV (conventional MEA system) to 38%HHV (using an advanced biphasic solvent with heat recovery). Furthermore, power generation efficiency was found to influence the carbon intensity on an annual basis and annual capacity (load factor) of the BECCS system. Significant reductions to SOX emissions were achieved by increasing biomass co-firing % or using low sulphur coal.

When bioenergy crops are processed into energy, CO2 can be captured during processing, transported, and stored permanently underground in geologic formations. To achieve negative CO2 emissions globally, however, BECCS must be adopted at regional scales. Regional-scale BECCS adoption will affect farm-level economics, therefore whole-farm profitability will be partly determined by changes to entire cropping patterns and farming techniques. Farm-level implications from adopting BECCS remain unclear. This study models economic implications from adopting BECCS in the Upper Missouri River Basin (UMRB) region of the United States, comparing annual whole-farm profit between baseline farms and BECCS farming systems. We define four UMRB sub-regions using Level III Environmental Protection Agency Eco-Regions and historic crop mixes, which represent regional farming systems based on county-level data from the National Agricultural Statistics Service. Based on historic regional crop mixes, whole-farm budgets are compiled for baseline and BECCS farming systems, including substitution of fuel for food crops, expansion of bioenergy crops on marginal lands, and inclusion of second-generation bioenergy crops. Differences in whole-farm profit show the farm-level implications from adopting BECCS in the UMRB. Results suggest that BECCS farming systems are less profitable than baseline farming systems. Differences in profit, however, help determine break-even prices or policy incentives needed for farms to voluntarily practice BECCS. Break-even prices needed for bioenergy crops can also help establish market equilibrium between bioenergy-crop producers and processors in the UMRB.

Thus, a negative flow of CO2 from the atmosphere to the subsurface is established. The potential of BECCS to remove CO2 from the atmosphere (in addition to generating energy) makes it an attractive approach to help achieving the ambitious global warming targets of COP 21. BECCS has a range of variables such as the type of biomass resource, the conversion technology, the CO2 capture process used and storage options. Each of the pathways to connect these options has its own environmental, economic and social impacts. This study attempts to integrate these impacts into a three pillar sustainability framework (3PSF) approach. As an example, the 3PSF approach is applied to bioenergy from organic waste collected from municipal solid waste (MSW). Global and Australian potentials for using municipal solid waste as resource for bioenergy and coupling it with carbon capture and storage (BECCS), was investigated. Two BECCS systems, municipal solid waste incineration with carbon capture and storage (MSW-CCS) and landfill gas combusted in gas turbine with carbon capture and storage (LFG-CCS) were modelled. In the case of business-as-usual scenarios with no emission policy in place, the cost of electricity from both BECCS options is higher than for unmitigated coal power generation. However, introducing renewable energy certificate or negative emission refunding schemes has a significant impact on the economic viability of these technologies. Environmental impact assessments show that in the MSW-CCS model, for each kg of wet MSW incinerated around 0.7 kg CO2, eq is removed from the atmosphere. BECCS has the potential to be a valuable step towards a low-carbon energy system. However, if planned unsustainably it could compromise the natural ecosystem and social equity. The importance of the presented study is in its holistic approach to assessing the sustainability of different BECCS routes and providing a comprehensive adaptive management system that enables decision-makers to plan BECCS options in a transparent and timely manner.

The synergistic integration of algae production, which does not require arable land or freshwater, with BECCS (called "ABECCS") can reduce CO2 emissions without competing with agriculture. This study presents a technoeconomic and life‐cycle assessment for colocating a 121‐ha algae facility with a 2, 680‐ha eucalyptus forest for BECCS. The eucalyptus biomass fuels combined heat and power (CHP) generation with subsequent amine‐based carbon capture and storage (CCS). A portion of the captured CO2 is used for growing algae and the remainder is sequestered. Biomass combustion supplies CO2, heat, and electricity, thus increasing the range of sites suitable for algae cultivation. Economic, energetic, and environmental impacts are considered. The system yields as much protein as soybeans while generating 61.5TJ of electricity and sequestering 29, 600 t of CO2 per year. More energy is generated than consumed and the freshwater footprint is roughly equal to that for soybeans. Financial break‐even is achieved for product value combinations that include 1) algal biomass sold for $1, 400/t (fishmeal replacement) with a $68/t carbon credit and 2) algal biomass sold for $600/t (soymeal replacement) with a $278/t carbon credit. Sensitivity analysis shows significant reductions to the cost of carbon sequestration are possible. The ABECCS system represents a unique technology for negative emissions without reducing protein production or increasing water demand, and should therefore be included in the suite of technologies being considered to address global sustainability. Plain Language Summary: We evaluated the sustainability of integrating algae production with bioenergy CCS (called ABECCS). Our motivation is to devise an affordable system that removes CO2 from the atmosphere without negatively impacting food security. The International Panel on Climate Change suggested that in addition to zero‐emissions systems (such as solar power or crops), negative‐emissions systems are needed to mitigate global warming. Bioenergy CCS (BECCS) is a promising negative‐emissions approach in which biomass is combusted to generate electricity in conjunction with CCS. However, on a scale relevant to mitigating global warming, the arable land and freshwater requirements for BECCS could be unviable and cause competition with food production. In the ABECCS system, soy cropland is replaced by eucalyptus forests used for BECCS that provides marine algae with CO2, heat, and electricity. The integrated 2, 800‐ha facility produces as much high‐quality protein as soy without increasing freshwater demand, and generates 61.5TJ of electricity while sequestering 29, 600 t of CO2 per year. The system is economically viable when receiving $600/t of algae and $278/t of CO2 sequestered. With favorable economic conditions, ABECCS could contribute to the reduction of CO2 in the atmosphere in a sustainable way. ✏Carbon Capture and Storage in Developing Countries Book Summary : Carbon Capture and Storage (CCS) technology could provide a technological bridge for achieving near to midterm GHG emission reduction goals. Integrated CCS technology is still under development and has noteworthy challenges, which would be possible to overcome through the implementation of large-scale demonstration projects. In order to assist developing countries to better understand issues related to potential technology deployment, there is a need to start analyzing various numerous challenges facing CCS within the economic and legal context of developing countries and countries in transition. This report is the first effort of the World Bank Group to contribute to a deeper understanding of (a) the integration of power generation with CCS technologies, as well as their costs; (b) regulatory barriers to the deployment of CCS; and (c) global financing requirements for CCS and applicable project finance structures involving instruments of multilateral development institutions. This report does not provide prescriptive solutions to overcome these barriers, since action must be taken on a country-by-country basis, taking account of different circumstances and national policies. Individual governments should decide their priorities on climate change mitigation and adopt appropriate measures accordingly. The analyses presented in this report may take on added relevance, depending on the future direction of international climate negotiations and domestic legal and policy measures in both developed and developing countries, and how they serve to encourage carbon sequestration. We expect that this report will provide insights for policy makers, stakeholders, private financiers, and donors in meeting the challenges of the deployment of climate change mitigation technologies and CCS in particular.
