✏Federalism and Second Chambers Book Summary : The theory of comparative federalism asserts that federations require a second chamber for the representation of regional interests in central law-making. Yet there has been little systematic analysis of the contribution of second chambers in parliamentary federations to this task. The main purpose of this book is to demonstrate to what extent the two strongest parliamentary second chambers, the Australian Senate and the German Bundesrat are linked to the federal structures in which they are embedded. The study analyzes the contribution of the members of these second chambers in advancing interests that are linked to the regional constituents whom they represent or to the collective fiscal or administrative interests of a regional government with whom they are associated. The analysis underscores the largely 'executive' character of intergovernmental relations in parliamentary federations, a feature that corresponds with the composition of the German Bundesrat, but not of the Australian Senate. In the concluding chapter some preliminary observations are made as to whether our findings also generate interesting insights for the larger group of parliamentary second chambers in federal or quasi-federal states, such as the Belgian, Spanish and Canadian Senates, the UK House of Lords and the Indian Raiya Sabha.

✏The Federalist Book Summary : The Federalist represents one side of one of the most momentous political debates ever conducted: whether to ratify, or to reject, the newly-drafted American constitution. This authoritative new edition presents in full all eighty-five Federalist papers, along with the sixteen letters of 'Brutus', the unknown New York Antifederalist. Each is systematically cross-referenced to the other, and both to the appended Articles of Confederation and US Constitution. Terence Ball provides all the standard series editorial features, making this the most accessible rendition ever of a classic of political thought in action.

✏The Political Theory of The Federalist Book Summary : In The Political Theory of “The Federalist,” David F. Epstein offers a guide to the fundamental principles of American government as they were understood by the framers of the Constitution. Epstein here demonstrates the remarkable depth and clarity of The Federalist’s argument, reveals its specifically political (not merely economic) view of human nature, and describes how and why the American regime combines liberal and republican values. “While it is a model of scholarly care and clarity, this study deserves an audience outside the academy. . . . David F. Epstein’s book is a fine demonstration of just how much a close reading can accomplish, free of any flights of theory or fancy references.”—New Republic “Epstein’s strength lies in two aspects of his own approach. One is that he reads the text with uncommon closeness and sensitivity; the other is an extensive knowledge of the European political thought which itself forms an indispensable background to the minds of the authors.”—Times Literary Supplement
